What to Expect During Gate Upgrades at USAG Stuttgart

U.S. Army Garrison Stuttgart is enhancing security with a series of upgrades to gate infrastructure. This project enhances the garrison’s ability to protect everyone who lives and works here. This page is the central resource for information about this critical construction project.

The garrison will carry out this project across our installations in phases to minimize disruptions to our community.

When and where will construction begin?

The contractor is awaiting arrival of construction material for the Kelley Barracks, Robinson Barracks, and Panzer Kaserne gate upgrade projects. Once contractor confirms arrival of material, we will set and publish construction dates . Kelley Barracks will be the first residential installation to receive planned upgrades will be. How will the project affect you?

This is a major infrastructure project that will impact daily life, especially driving on and off the installations. Community members should be prepared for:

  • Alternate Access Control Points: Drivers and cyclists must use alternate access control points (ACP) during the construction period.
    • Kelley Barracks: The Main Gate will be closed to vehicle traffic. Automobile and bicycle access will only be possible from the North Gate (also known as the Back Gate) — located at the back of Kelley near Army Family Housing, accessible from Ohnholdstraße — or the South Gate (also known as the Old Gate) — located west of the Main Gate, near the Kelley Club, accessible from Plieninger Straße. Alternate gate access is available 24/7. Details for other installations will follow shortly.
  • Changes in Traffic Flow: Temporary detours and single-lane traffic may be required near construction zones. Please follow all posted signage and the direction of traffic guards.
    • Kelley Barracks: Traffic in and out of the South Gate will be for RIGHT TURNS ONLY.
  • Additional ID Requirements:  You must present TWO forms of identification at ALL alternate gates. This requirement does not apply to minors.
    • Dependent children 14 – 18: Required to present one form of ID.
    • Children under 14: Are NOT required to present ID but must be escorted by an adult who will vouch for the child.
  • Pedestrian Traffic: Pedestrians may continue to use  Enhanced Security Pedestrian Gates (ESPGs) with a DoD ID card or manned pedestrian gates.
    • Kelley Barracks: Pedestrians can use the manned pedestrian gate at the Main Gate and the two ESPGs.
  • Duty Bus: All pick up and drop off of duty bus passengers will be at the Kelley Barracks Main Gate.
  • Visitor Control Center: Visitor Control Centers will remain open for guest access, pass issuance, and manual lookups.
  • DoDEA School Buses: There are no changes planned to DoDEA school bus pickup or drop-off.
  • Increased Noise: Construction activities will generate additional noise during standard duty hours.

Q: Why is this project necessary now?

A: This project is part of a scheduled, force-wide effort to enhance physical security measures at U.S. Army garrisons.

Q: Will gates be completely closed for long periods?

A: We do not anticipate long-term total gate closures. Closures will be communicated through the My Army Post App and the USAG Stuttgart Facebook page. Make sure to download the app to stay informed.

Q: I am a resident of on-post housing. How will this affect me?

A: You may experience construction noise during duty hours. If scheduled work directly impacts access to your housing area, you will receive a door-hanger flyer with specific details in advance.

Q: How can I stay up to date in case there are any changes?

A: Make sure you download the My Army Post App on your phone, sign up for email alerts on StuttgartCitizen.com or follow U.S. Army Garrison Stuttgart on Facebook.

Q: How can I sign in my visitors?

A: You can continue to sign in visitors at the Visitor Control Center.

Q. Will this impact the hours of any on-post services?

A: No.

Q: Why do I need two forms of ID? 

Entry at all alternate access points requires two forms of photo identification as an enhanced security measure. See the graphic below for acceptable IDs.

Q: What do I do if I forget or lose my CAC, or if I only have one form of ID?

A: You will need to go to the Visitor Control Center where security personnel can verify your identity.

Q: I am in the process of moving. How will this affect my PCS?

A: Drivers must be sponsored and are required to enter through commercial vehicle inspection gates  (For Kelley, this is either the North or South Gate). We recommend coordinating with the Transportation Office to schedule pickup/drop-offs of household goods during non-peak hours. Make sure your contact information is up to date so that you may be reached, if necessary.

Q: Will there be adjustments to the duty bus schedule?

A: There will be a temporary duty bus drop-off and pick-up stop at the Kelley Main Gate during the construction on Kelley Barracks. Details for other installations will be posted to this page once they are finalized.

Q: What about the school buses?

A: There are no changes planned for DoDEA school bus pick up or drop-off.

Q: How can I get on post as a pedestrian?

A: Enhanced Security Pedestrian Gates (ESPG) are open 24/7. On Kelley Barracks, pedestrians may enter through existing ESPGs near the North or South Gates or at the manned pedestrian gate at the Main Gate. Details for other installations will be posted to this page once they are finalized.
