GROUNDS MAINTENANCE & CUSTODIAL SERVICES UPDATE
USAG Stuttgart will distribute custodial items (toilet paper, paper towels, hand soap, garbage bags, etc.) through Command and Tenant representatives, Building Coordinators and Installation Coordinators.

IMPORTANT ANNOUNCEMENT
On Nov. 3, USAG Stuttgart reduced its support to roads and grounds maintenance, suspended some custodial services, and closed all unmanned pedestrian gates. This is in effect until the garrison receives FY2026 funding.
Why is this happening?
Due to the shutdown, the garrison has limited funds available on the maintenance contract. To ensure we continue to provide support to critical work orders related to life, health, safety, the garrison mission, we are deferring non-emergency maintenance operations until after an appropriations bill or continuing resolution is passed. Additionally, Army Contracting Command has determined only custodial services for childcare facilities and gyms are permitted shutdown activities.
Once the garrison receives FY2026 funding, we will resume these services.
What services will be impacted?
The garrison will reduce its support to the following grounds maintenance services:
- Leaf removal, tree trimming, and hedge pruning.
- Maintenance and emptying of dog waste stations and some smaller trash receptacles e.g., outside trash cans.
The garrison will NOT provide the following custodial services to garrison offices and tenant commands:
- Office cleaning services, like trash removal, vacuuming, cleaning restrooms, etc.
- Delivery of toilet paper, paper towels, hand soap, and other custodial supplies.
What grounds maintenance and custodial services will the garrison provide?
The garrison will provide the following maintenance and custodial services:
- Critical work orders related to life, health, safety, and the garrison mission
- Emptying of trash islands (dumpsters) and selected outside garbage cans, e.g. garbage cans located near food trucks.
- Removal of snow and ice.
- Custodial services to CDC/CYS and gyms
- Distribution of custodial supplies (garbage bags, toilet paper, paper towels, hand soap) through building coordinators, installation coordinators and tenant command representatives.
- Installation Coordinators will periodically monitor outdoor garbage cans and pet waste receptacles and will only empty when full.
Will these service reductions affect DoDEA schools, the Exchange or the Commissaries?
No. DoDEA, AAFES, and DeCA maintain their own maintenance and custodial contracts. Those facilities will not be impacted by this reduction of service.
How do we get custodial supplies?
Building Garbage and Recycling Bags
- Installation Coordinators will begin distributing building garbage and recycling bags starting 10 NOV 2025. Tenant Commands and Building Coordinators should contact their Installation Coordinator to arrange delivery:

Toilet Paper, Paper Towels and Hand Soap

- Building Coordinators, or designated representatives, can visit the following Pipenbrock storage spaces to pick up toilet paper, paper towels, and soap:
- Kelley: B3319 Basement (same side as the auto skills center) — M-F, 0800-1300
- Patch: B2311 Basement, Rooms 001 and 003 (last room on the right) – M-F, 0830-1000
- Panzer: B2915 Basement, Room 10 — M-F, 0900-1030
- Building Coordinators, or designated representatives, can visit the following Pipenbrock storage spaces to pick up toilet paper, paper towels, and soap:
- On Robinson Barracks/SAAF
- Supplies will be distributed to the buildings. The Pipenbrock supervisor will coordinate drop off time and location with Building Coordinators.
NOTE: When picking up supplies, please let the Pipenbrock supervisor know if you need keys to the dispenser. Only one set of keys will be provided. Do NOT lose the provided keys – additional keys will NOT be provided.

How can you help?
Here are some ways residents and employees can help keep the garrison clean and free of litter during this time:
- Only use the trash islands (dumpsters) for waste disposal.
- Practice a “Carry-In Carry-Out” process.
- Avoid disposing of waste in dog waste stations and outdoor garbage cans.
- Notify your Installation Coordinator if you see a full or overflowing outdoor garbage can.
- Do not dispose of leaves or yard waste in the trash islands (dumpsters).
- Work with your colleagues to maintain basic cleanliness and sanitation in your workspaces.

A lapse in appropriations before the Sept. 30, 2025, deadline has forced portions of the government to close, including some services provided by the U.S. Army Garrison Stuttgart and its installations in and around Stuttgart, Germany.
Only operations and activities essential to life, health, safety and the protection of our national security are exempted from shutting down. This means some garrison services may be limited, reduced or closed.
Commissaries, AAFES facilities, childcare services, health clinics, fitness centers, duty bus services and DoDEA schools will continue normal operations.
We are excited to announce DoDEA extracurricular activities and athletics will resume Oct. 8, and Stuttgart High School’s Homecoming will be held on Oct. 18.
With the exception of messages related to life, health, safety, and updates to shutdown information, U.S. Army Garrison Stuttgart social media, websites, and apps will not be monitored or maintained during the shutdown.
The shutdown should have minimal impact on service members, employees and families reporting to and transitioning out of Stuttgart, though wait times may be longer than usual.
