MWR Facility Status Postal Information

General Orders and Policy Letters

NEW: General Order 1B is currently in effect for the Stuttgart Military Community, as of May 8.

General Order 1A has been rescinded with the signing of General Order 1B.

Face Masks and Facility Access

Face masks are required on post in areas where 6ft of physical distance cannot be guaranteed. This includes Commissaries, the Main Exchange (PX), and Community Mail Rooms (CMRs). Only ID card holders are permitted to access service facilities.

Face coverings are mandatory off-post for shopping or riding public transit

According to the Garrison Commander’s Policy Memo of April 10, 2020:

  • Face coverings must be worn for entrance to all service facilities at USAG Stuttgart
  • Patrons must present a valid DoD ID card to screeners
  • Patrons will wash hands at hand-washing stations or use their own hand sanitizer in the presence of screeners prior to entering the facility, and
  • Patrons will comply with screeners’ directives related to COVID-19

Red/White/Blue CMR Schedule

Effective May 21, only the Community Mail Rooms (Package Pickup) fall under the Red/White/Blue arrangement. Visits to the Commissaries or Main Exchange are not restricted to specific shopping groups at this time.

Walk-in service is limited to pre-prepared, ready-to-mail parcels: be sure to read this article in the Stuttgart Citizen before visiting to make sure your packages are ready.

The Barber Shops have reopened on an appointment-only basis following an inspection by health professionals and implementation of new measures.

The Beauty Salon at the Panzer Mall reopens on May 22, with regular opening hours of Thursday through Saturday, 10:00 a.m. to 6:00 p.m. Appointments are required. The preferred method of scheduling an appointment is via Facebook, but phone appointments can also be made at 07031-414382.

Dry Cleaning Reopens

The Patch Cleaners are open from 12:00 p.m. (noon) to 5:00 p.m., Monday-Friday.

The Kelley Express has restored dry cleaning pickup and drop-off during its normal hours of operation. Items must be pre-counted and bagged prior to drop-off.

Panzer Express Closed on Sundays

The Panzer Express and Military Clothing Sales is closed on Sundays. The store is open Mon-Fri from 7:30 a.m. to 7:00 p.m., and Saturday from 10:00 a.m. to 6:00 p.m..

RB Furniture Store/Shoppette

The RB Furniture Store is open on Saturdays from 10 a.m. to 5 p.m.


Banks/Credit Unions

On-post banking institutions are currently operating on an appointment-only basis for transactions that cannot be processed at an ATM or online. Hours of operation indicate times when staff may be reached for questions or to arrange an appointment; there is no walk-in lobby serviceService Credit Union will reopen for controlled lobby services on May 26

Central Issue Facility (CIF)

The Central Issue Facility is serving customers on an appointment-only basis from 8:00 a.m. to 3:30 p.m., Monday through Friday.

For customers whose scheduled movement has been affected by COVID-19: Please contact our team by email (preferred) at usarmy.stuttgart.405-afsb-lrc.mbx.cif@mail.mil or DSN: 596-2154 / COM: 09641-70596-2154 so that our team may begin preparing to expedite your visit and schedule you an appointment. Please provide DOD ID number when contacting CIF.


Customs Office (560th MP Customs)/Pink Cards

Customs is still open but operating under minimal manning. Operating hours are limited. The office can be reached by phone at 09641-70-596-2731.

The U.S. Army Customs Agency-Europe has coordinated with the German government to authorize the automatic extension of expired/expiring German Forms 0217 (Pink Cards) through 30 June 2020.

Dental Clinic

The Stuttgart Dental Clinic on Panzer Kaserne is open for dental emergencies only. Call CIV: 01622-708-576.

Driver Testing

Driver Testing/Licensing is open by appointment. Available services are Initial USAREUR POV license (test completed online), POV license updates/adjustments, and government TMP license. Currently there are no regularly-scheduled classes or International Driving Permit (IDP) services. New USAREUR license applicants must have taken and successfully the passed the JKO Online test, but as there is a delay of several days between passing the online test and the USAREUR Vehicle Registry recognizing it, you are encouraged to call the office first to confirm your information is in the system prior to coming in. Health Clinic

The Stuttgart Army Heath Clinic on Patch Barracks conducts COVID-19 symptomatic screening at its drive-thru testing site.

Housing

The USAG Stuttgart Housing Office has announced an end to walk-in service and a move to email and phone-based appointments as COVID-19 continues to impact service delivery at USAG Stuttgart.

Effective March 19, applications, in-processing, contract reviews, furniture/appliance requests, TLA requests, landlord/tenant issues, issuance of CNAs, OHA and associated allowances will be conducted via telephone or email. All requests should be sent to usarmy.stuttgart.id-europe.mbx.dpw-hsg-on-post@mail.mil and include the action required on the subject line. A copy of orders should also be included with every request.

IACS (Installation Access Control)

The Installation Access Control System (IACS) registration sites at the Panzer Main Gate and the Kelley Main Gate are closed.  Customers can still register ID cards and obtain installation passes at the main IACS Office on Panzer Kaserne in Bldg. 2915 from 8 a.m. until 4 p.m. weekdays.


Passports/SOFA Office

The Passport and SOFA Office will be reaching out to clients whose documents are ready for pickup and thereafter begin opening for limited appointment services for customers with urgent support needs. For questions, please send an email to the office.


Postal

Walk-in service is limited to pre-prepared, ready-to-mail parcels: be sure to read this article in the Stuttgart Citizen before visiting to make sure your packages are ready.

Army Post Offices (sending mail): Appointments not required, and sending mail through the APOs does not fall under the Red/White/Blue group arrangement. APOs listed below are open from 10:00 a.m. to 2:00 p.m.:

Community Mail Rooms (picking up mail): You can check your mailbox anytime, but package pickup is only available at the following times on assigned days only.

GROUP-ASSIGNED Weekdays (check dates above): 10:00am-1:00pm and 3:30pm-5:30pm

GROUP-ASSIGNED Weekends (check dates above): 9:30am-3:30pm

CMRs will NOT be open for package pickup on days that are not assigned as an “open” day for a color group.

Religious Support

Stuttgart Chapel worship, Chapel-sponsored events/retreats and Religious Education classes are cancelled until further notice.

Weekend worship, fellowship and religious education will not be conducted in the Chapel sanctuaries or annexes.  This includes Panzer Chapel and Annex, Patch Chapel and Annex, Patch Religious Education Building (The CYS building) and Robinson Barracks Chapel and Annex building.

The team of chaplains with determine ways ahead to enable worship and religious support that is congruent with health/safety conditions.

Soldier for Life/Transition Assistance Program

The SFL-TAP staff are teleworking and are available over the phone to answer questions and for appointments, including initial counseling, pre-separation briefings, capstone appointments, etc.

Please call CIV: 09641-70-596-2191 or 09641-70-596-3674 for assistance. Don’t be surprised if we call you back from an “unknown” number.

Service members with upcoming separation dates will hear from their counselors via e-mail and telephone about remaining requirements and virtual options for completing required classes. Please call if you have any questions or need to update your separation date due to changes in your timeline resulting from the stop movement order.


Transportation Office (405th AFSB)

Due to personnel shortages and COVID-19 protective measures, the transportation office will close for walk in services starting 16 March 2020 until further notice.

Customers will be able to request information about the status of their shipment by calling DSN 596-3338 or Commercial 09641-70596-3338.

We will continue to process shipment pack out request through email only: usarmy.badenwur.405-afsb.list.stuttgart-pppo@mail.mil. You will need the transportation worksheet and a copy of your PCS order in order for us to assist with your request.

The transportation worksheet will be available by request and a location outside of the transportation office, in building 2913, 3rd floor Panzer Kaserne. The most efficient and effective way to receive the form is by contacting the transportation office by phone or email.

If you currently have pack out dates scheduled for the next 30-45 days, we recommend that you contact us prior to canceling with the moving company.

Below is a message from the United States Transportation Command reference the disposition of PCS moves as they relate to HHG’s:

  1. 2020. This advisory supersedes USTRANSCOM Personal Property Advisory #20-0053 Stop Movement dated 10 March 2020.
  2. Transportation Offices will continue to counsel and process customer requests for HHG shipments up to the point of TSP selection status. Shipments in the queue that have not been awarded to a TSP should not be awarded. Exceptions to award may include customers requiring shipments to be picked due to termination of rental lease agreement, home sale, or termination of government / privatized housing in order to place into storage at origin. Individuals pending retirement and separation within the next 60 days do not require an exception. To mitigate COVID-19 contact, self-counseling, virtual and telephonic counseling options are available. See paragraph 8 for Army approval level for exceptions.

Vehicle Registration/Vehicle Inspection

Vehicle Registration and Inspection are operating on an appointment-only basis at this time, and only on Mondays, Tuesdays, and Fridays (excluding German holidays for Vehicle Inspection). Appointments must be made at least 18 hours in advance of the desired timeslot. Make your appointment at StuttgartCitizen.com/appointments or use the mobile app.


Veterinary Clinic

The Vet Clinic is now opening appointment availability to all types (including general wellness). However, due to social distancing measures, we are still operating below our normal capacity. Thank you for your understanding as we continue to prioritize our community’s PCSing families, chronic medication refills/rechecks, and our efforts to open up more non-urgent sick call availability.

Service volunteers are currently needed at the commissaries, PX, and Robinson Commissary Curbside program.

Opportunities to assist your community include helping ensure shelves are replenished and shopping for high risk customers and delivering their items curbside during the COVID-19 outbreak.

Help is needed on Patch, Panzer, Kelley, and Robinson. Volunteers must be aged 16 and older for the PX, or age 18 and older for the commissaries. Volunteers must be U.S. Citizen ID card holders (non-U.S. citizen dependents can also volunteer at the PX if they have DoD ID cards).

If you would like to volunteer to help your community, please contact the ACS Volunteer Coordinator for specific times and requirements.
