Face Masks and Facility Access

Face masks are required on post in areas where 6 feet of physical distance cannot be guaranteed. This includes Commissaries, the Main Exchange (PX), and Community Mail Rooms (CMRs). Only ID card holders are permitted to access service facilities.

Face coverings are mandatory off-post for shopping or riding public transit

According to the Garrison Commander’s Policy Memo of April 10, 2020:

  • Face coverings must be worn for entrance to all service facilities at USAG Stuttgart
  • Patrons must present a valid DoD ID card to screeners
  • Patrons will wash hands at hand-washing stations or use their own hand sanitizer in the presence of screeners prior to entering the facility, and
  • Patrons will comply with screeners’ directives related to COVID-19

Red/White/Blue Schedule

Community Mail Rooms (package pickup) at U.S. Army Garrison Stuttgart left the “Red, White & Blue” cycle on June 1.

With this change, no services are currently under “Red, White & Blue” cycle. The “Red, White & Blue” will remain a part of garrison policy until further notice, should it have to be reestablished due to a resurgence of coronavirus within the community.

Barber Shop/Beauty Shops

The Barber Shops reopened on an appointment-only basis following an inspection by health professionals and implementation of new measures.

The Beauty Salon at the Panzer Mall reopened on May 22, with regular opening hours of Thursday through Saturday, 10:00 a.m. to 6:00 p.m. Appointments are required. The preferred method of scheduling an appointment is via Facebook, but phone appointments can also be made at 07031-414382.

Dry Cleaning Reopens

The Patch Cleaners are open from 12:00 p.m. (noon) to 5:00 p.m., Monday-Friday.

The Kelley Express has restored dry cleaning pickup and drop-off during its normal hours of operation. Items must be pre-counted and bagged prior to drop-off.

Panzer Express Closed on Sundays

The Panzer Express and Military Clothing Sales is closed on Sundays. The store is open Mon-Fri from 7:30 a.m. to 7:00 p.m., and Saturday from 10:00 a.m. to 6:00 p.m..

RB Furniture Store/Shoppette

The furniture store/shoppette is open six days a week:

  • Tuesday-Friday: 12:00 p.m. to 7:00 p.m.
  • Saturday: 11:00 a.m. to 7:00 p.m.
  • Sunday: 12:00 p.m. to 7:00 p.m.
  • (Closed Monday)

All Stuttgart Community Bank locations have reopened for lobby services effective June 9. Contact your branch for more information.

Central Issue Facility (CIF)

The Central Issue Facility is serving customers on an appointment-only basis from 8:00 a.m. to 3:30 p.m., Monday through Friday.

For customers whose scheduled movement has been affected by COVID-19: Please contact our team by email (preferred) at or DSN: 596-2154 / COM: 09641-70596-2154 so that our team may begin preparing to expedite your visit and schedule you an appointment. Please provide DOD ID number when contacting CIF.

Customs Office (560th MP Customs)/Pink Cards

Customs is still open but operating under minimal manning. Operating hours are limited. The office can be reached by phone at 09641-70-596-2731.

The U.S. Army Customs Agency-Europe has coordinated with the German government to authorize the automatic extension of expired/expiring German Forms 0217 (Pink Cards) through 30 June 2020.

Dental Clinic

Due to COVID restrictions and limited manning, the Stuttgart Dental Clinic is open to service members only at this time. The following procedures are available: Dental exams, limited class two dental cleanings, and prosthodontics.

*The orthodontist is not accepting any new patients at this time*
*Periodontics (class three) are not available at this time*

Pre-screening will be conducted over the phone when making an appointment. A second screening on the day of the appointment will check temperature, blood pressure and pulse oxygen levels. Patients are required to fill out a questionnaire and complete a sanitizing mouth wash provided by the clinic staff before their appointment.


Oral surgery will require a negative COVID test result first.

Health Clinic


The USAG Stuttgart Housing Office has announced an end to walk-in service and a move to email and phone-based appointments as COVID-19 continues to impact service delivery at USAG Stuttgart.

Effective March 19, applications, in-processing, contract reviews, furniture/appliance requests, TLA requests, landlord/tenant issues, issuance of CNAs, OHA and associated allowances will be conducted via telephone or email. All requests should be sent to and include the action required on the subject line. A copy of orders should also be included with every request.

Walk-in service is limited to pre-prepared, ready-to-mail parcels: be sure to read this article in the Stuttgart Citizen before visiting to make sure your packages are ready.

Soldier for Life/Transition Assistance Program

The SFL-TAP staff are teleworking and are available over the phone to answer questions and for appointments, including initial counseling, pre-separation briefings, capstone appointments, etc.

Please call CIV: 09641-70-596-2191 or 09641-70-596-3674 for assistance. Don’t be surprised if we call you back from an “unknown” number.

Service members with upcoming separation dates will hear from their counselors via e-mail and telephone about remaining requirements and virtual options for completing required classes. Please call if you have any questions or need to update your separation date due to changes in your timeline resulting from the stop movement order.

Transportation Office (405th AFSB)

Due to personnel shortages and COVID-19 protective measures, the transportation office will close for walk in services starting 16 March 2020 until further notice.

Customers will be able to request information about the status of their shipment by calling DSN 596-3338 or Commercial 09641-70596-3338.

We will continue to process shipment pack out request through email only: You will need the transportation worksheet and a copy of your PCS order in order for us to assist with your request.

The transportation worksheet will be available by request and a location outside of the transportation office, in building 2913, 3rd floor Panzer Kaserne. The most efficient and effective way to receive the form is by contacting the transportation office by phone or email.

If you currently have pack out dates scheduled for the next 30-45 days, we recommend that you contact us prior to canceling with the moving company.

Below is a message from the United States Transportation Command reference the disposition of PCS moves as they relate to HHG’s:

  1. 2020. This advisory supersedes USTRANSCOM Personal Property Advisory #20-0053 Stop Movement dated 10 March 2020.
  2. Transportation Offices will continue to counsel and process customer requests for HHG shipments up to the point of TSP selection status. Shipments in the queue that have not been awarded to a TSP should not be awarded. Exceptions to award may include customers requiring shipments to be picked due to termination of rental lease agreement, home sale, or termination of government / privatized housing in order to place into storage at origin. Individuals pending retirement and separation within the next 60 days do not require an exception. To mitigate COVID-19 contact, self-counseling, virtual and telephonic counseling options are available. See paragraph 8 for Army approval level for exceptions.

Veterinary Clinic

The Vet Clinic is now opening appointment availability to all types (including general wellness). However, due to social distancing measures, we are still operating below our normal capacity. Thank you for your understanding as we continue to prioritize our community’s PCSing families, chronic medication refills/rechecks, and our efforts to open up more non-urgent sick call availability.

Service volunteers are currently needed at the commissaries and Commissary Concierge program.

Opportunities to assist your community include helping ensure shelves are replenished and shopping for high risk customers and delivering their items curbside during the COVID-19 outbreak.

Help is needed on Patch, Panzer, Kelley, and Robinson. Commissary volunteers must be aged 18 or older and a U.S. Citizen ID card holder (dependents of US citizens with ID cards may also volunteer).

If you would like to volunteer to help your community, please contact the ACS Volunteer Coordinator for specific times and requirements.
