What It Is
The Voting Assistance Program informs and educates U.S. Citizens on their right to vote. The Installation Voting Assistance Office (IVAO) and Unit Voting Assistance Officers (UVAOs) provide assistance to U.S. voters in the Stuttgart Military Community, including service members, DoD Civilians, Contractors, Retirees, and dependents, by making registration and voting materials (including postage prepaid envelopes) available. The IVAO and UVAOs also assist voters with understanding how to fill out forms, how/where to send forms, returning completed ballots, and obtaining additional information, as needed. The Installation Voting Assistance Office even has a facsimile machine which voters can use to send in their registration/ballot materials if their state accepts materials through facsimile transmission!
If a U.S. citizen is eligible to vote and wishes to exercise his/her right to vote, it is his/her responsibility to register, request absentee ballots every calendar year while stationed overseas (using the Federal Post Card Application (FPCA)), and cast his/her vote. If a voter is registered to vote and has requested absentee ballots using the FPCA but does not receive an official state ballot, the Federal Write-In Absentee Ballot may be used to cast a vote.
November 6, 2018, is Federal Election Day. (Be sure to check FVAP.gov or state election websites for state primary election and special election dates.) This year, states must send absentee ballots to voters who have requested them by September 22, 2018. Overseas voters should return voted ballots through the military postal system on or before October 19, 2018. The Military Postal System and United States Postal System provide free express mail service for returning ballots, along with a special ballot return label that allows voters to track their completed ballot all the way to their election office.
